1Purpose & scope
This Plan describes how DTL controls vehicle and plant movements for the Bitterns pipeline installation
so that people and plant are kept apart, SBR’s operations continue safely alongside the works, and the
sensitive pond areas are protected. Submitted under SOW 7.1 (traffic management, temporary barricading,
safety signs and notices) and addressing the interfaces in SOW 7.7.
2Controls
- Plant / pedestrian segregation — exclusion zones around operating plant; no personnel within the slew or travel path; spotters for reversing and lifting.
- Barricading & signage — the work area is barricaded; advance warning, speed and hazard signs and notices installed and maintained.
- Communications — UHF channel nominated; positive comms between plant operators, spotters and SBR where paths cross.
- Speed & access — compliance with SBR site speed limits, designated haul roads and exclusion zones.
- Light vehicles — only inducted drivers with a light-vehicle VOC (SOW 7.2); parking in designated areas only.

3Interface management (SOW 7.7)
Sections of the work interface with SBR and other contractors, with planned traffic movements past the
pipeline installation area. DTL manages each interface as follows:

| Project civil construction works | Sequence and separate work fronts; agree shared-access rules at the daily pre-start. |
| SBR & other contractors at the flume / pond areas | Shared access and haul roads kept clear; give way to SBR operations; spotters where the corridor crosses a haul road. |
Interface arrangements are confirmed at the SBR kick-off meeting and reviewed at daily
pre-starts and weekly progress meetings (SOW 7.9).

4Roles & monitoring
- Site Supervisor — implements this Plan, positions barricades/signs, briefs the crew at the pre-start.
- Spotters — nominated and briefed for reversing, lifting and haul-road crossings.
- All personnel — obey exclusion zones, speed limits and signage; stop work if segregation is lost.
- Traffic controls are checked daily and adjusted as the work front moves; changes briefed at the pre-start.
Supported by DTL-HSE-PRO-0016 Traffic Management Plan (procedure) and the Journey Management
Plan (DTL-HSE-MAP-0001) for travel to and from site.
